The Division I Group A tournament was held in Budapest, Hungary, from 10 to 16 December 2023. Kazakhstan won promotion to the top division for the 2025 World Junior Championships, their first appearance since the 2020 edition of the tournament. Japan was relegated to Division I B for 2025.^[5]
