Emin Eldar Amrullayev (Azerbaijani: Emin Eldar oğlu Əmrullayev; born 30 December 1982), the Minister of Science and Education of the Republic of Azerbaijan (since July 2020)), member of the Supervisory Board of the professional football club “Neftchi” (since 2022), Minister of Education of the Republic of Azerbaijan (2020- 2022), Director of the Institute of Education of the Republic of Azerbaijan (January-July 2020), Head of Education Programs Development Department at the Ministry of Education of the Republic of Azerbaijan (2015-2020), President of the Azerbaijan Basketball Federation (since 2021).[1][2][3]

Biography

Amrullayev Emin was born on December 30, 1982, in Baku.

1999–2003 - Studied at the Academy of Public Administration under the President of the Republic of Azerbaijan, graduated from the faculty of Administrative Management and obtained Bachelor's degree with honors.

2003–2004 – studied at the Central European University, graduated from the faculty of Political Sciences and obtained Master's Degree.

2010–2012 - Under the "State Program for the Education of Azerbaijani Youth Abroad in 2007-2015" and the "Fulbright" programs he obtained a Master's degree in Public Management at the Columbia University in the USA.

Career

  • 2005 – 2009 - Lecturer at the Faculty of International Relations, Caucasus University.
  • 2009 – 2010 - Head of the International Relations Department at the "Kaspi Education" LLC.
  • 2011 – Internship at the UN Economic Commission for Europe, Geneva.
  • 2012 – Executive Director of the Energy and Environment Centre of the Diplomatic Academy of Azerbaijan (ADA University).
  • 2013 – Deputy Director for Quality Control of Education, "Kaspi Education" LLC.
  • Since June 2013 – a senior consultant at the Ministry of Education of Azerbaijan.

  • In accordance with the Decree of the President of the Republic of Azerbaijan, Ilham Aliyev, "On some measures to improve management in the field of science and education in the Republic of Azerbaijan," dated July 28, 2022, the Ministry of Education of the Republic of Azerbaijan was renamed to the Ministry of Science and Education of the Republic of Azerbaijan in order to strengthen cooperation between science and education and improve management in these fields.
  • Emin Amrullayev is serving currently as a Minister of Science and Education of the Republic of Azerbaijan.

Public Activity

  • 2021-2022 – initiated mentoring program with the winners of the "Yukselish" competition.[4]
  • In 2021, Emin Amrullayev was elected as a new President of the Azerbaijan Basketball Federation.[5]

During this period, at the initiative of Emin Amrullayev, a number of projects were launched, which are currently ongoing.

"Development of community based pre-school education" project

In 2017, with the financial support of the Representative Office of the European Union in Azerbaijan and “UNICEF Azerbaijan”, "Development of community based pre-school education" project was launched in Azerbaijan by the Institute of Education. Under the project, community based pre-school education groups were established at 50 secondary schools in 10 cities and districts of Azerbaijan. The project, which showed successful results, was expanded thanks to financial support of the Heydar Aliyev Foundation at the initiative of the First Vice-President of the Republic of Azerbaijan Mehriban Aliyeva. At present, 14789 children aged 3-4 years old are studying in 843 community-based pre-school education groups operating in 55 cities and districts of the country. In the 2023-2024 academic year, it is planned to involve 16,000 children in 931 community based preschool groups.

“Textbooks on reserve" project

In accordance with Cabinet of Ministers Order No. 611 F, “Textbooks on reserve" project was launched at the Institute of Education in 2017. In 2018, the first approbation of a set of textbooks on the Azerbaijani language (teaching language) and mathematics for school-children of the first grade was carried out. Textbook sets on Azerbaijani language (teaching and state language), mathematics, English language for I-III grades, a set of textbooks "Nature 5" for V grades were developed. For the 2023-2024 school year, 24 textbook titles have been improved and 37 textbook titles have been updated. A total of 7,758,970 copies of 318 textbook titles were published and distributed to schools. In the process of textbook development, co-operation was established with many foreign organisations, including the Singaporean publishing houses “Alston” and “Kavendish”.

"Setting up vocationally oriented classes” project

In 2023, 2,164 pupils were involved in the project launched by the Institute of Education of the Republic of Azerbaijan in 124 classes in 80 schools. STEAM" and "Driving" modules started to be introduced in all schools covered by the project. The aim was to prepare students for vocational education and training on the basis of general secondary education, ensuring their preparation for the labor market by developing skills related to their vocational specialties and acquiring by students initial knowledge and skills in the professions.

"STEAM Azerbaijan" project

At the initiative of First Vice-President Mehriban Aliyeva, with the support of the Ministry of Science and Education and the Institute of Education, the “STEAM Azerbayan” project has been launched and systematic work has been carried out since the 2019-2020 academic year. The project is being implemented in 318 schools and 23 STEAM centres in 53 cities and districts of the republic. In total, about 135.000 students are involved in STEAM education.

“The Digital Skills” project

The project was launched in the 2017–2018 academic year. This project reached more than 300,000 students in 418 schools in 48 regions of the country in the 2022-2023 academic year.

Working with gifted children

A number of measures have been taken in recent years to ensure the successful performance of Azerbaijani schoolchildren in international subject Olympiads. For this purpose, a department for national and international assessment studies has been established within the structure of the Institute of Education of the Republic of Azerbaijan. As a result of the introduction of international standards in the organization and conduct of national subject Olympiads, the establishment of centers for preparation for international subject Olympiads and systematic work, students' interest in subject Olympiads and competitions has increased significantly. In the 2022-2023 academic year, Azerbaijani schoolchildren took part in various international Olympiads and competitions, winning a total of 29 medals, including 1 gold, 11 silver, 17 bronze and 5 incentive awards.

International evaluation studies

The Department for National and International Assessment Studies, established in the structure of the Institute of Education of the Republic of Azerbaijan, carries out the organization of international assessment studies, including local studies and evaluations, analysis of results and preparation of reports. International assessment programs perform the function of assessing the quality of education and allow to obtain information on the educational process in the country, study significant problems that need to be solved, and compare the results with international practice. In recent years, Azerbaijan has participated in a number of international studies - PIRLS (Progress in International Reading Literacy Study), PISA (Program for International Student Assessment), TIMSS (the Trends in International Mathematics and Science Study), ICILS (The International Computer and Information Literacy Study). TALIS (Teaching and Learning International Survey).

Work as a Minister of Education and a Minister of Science and Education

  • Emin Amrullayev was appointed as a Minister of Education of the Republic of Azerbaijan on 27 July 2020 by an order of the President of the Republic of Azerbaijan Ilham Aliyev.[6] In accordance with the Decree of the President of the Republic of Azerbaijan, Ilham Aliyev, "On some measures to improve management in the field of science and education in the Republic of Azerbaijan," .[4] dated July 28, 2022, the Ministry of Education of the Republic of Azerbaijan was renamed to the Ministry of Science and Education of the Republic of Azerbaijan[7] in order to strengthen cooperation between science and education and improve management in these fields. Since July 2022, Emin Amrullayev has been serving as a Minister of Science and Education of the Republic of Azerbaijan.
  • In accordance with the "State Strategy for the Development of Education in the Republic of Azerbaijan",[8] many innovations and measures have been implemented during this period to achieve positive dynamics in the relevant field, accessibility of education.
  • In 2022, the admission of teacher-educators to preschool educational institutions was organized through a centralized competition.[9] The admission of children to preschool institutions has been carried out electronically.[10][11][12][13][14] In 2022, more than 22.000 children were admitted to preschool educational institutions electronically.
  • Changes were made in the admission process to lyceums and gymnasiums.[15] For the first time, admission was centralised through an electronic service.
  • By the Order of the Head of State of 21 December 2021,[16] ilə rayon və şəhər təhsil şöbələrinin (idarələrin) əsasında 12 Regional Təhsil İdarəsi yaradılıb.[17] 12 Regional Education Departments were established on the basis of district and city dipartments of education.
  • In 2023, about 28,000 teachers across the country were involved in the teacher certification process.[18] Most teachers completed the process with success. The certification process, first conducted last year, involved 11,211primary school teachers and had a 97 per cent attendance rate. After successfully completing the process, 3,163 teachers who scored between 51 and 60 points received a 35 per cent increase to their salaries, while 5,624 teachers who scored between 30 and 50 points received a 10 per cent increase to their salaries[19]
  • 21,180 people (70 per cent) out of primary school teachers who took part in the exam nationwide, 7,594 people (92 per cent) out of teachers of Azerbaijani language and literature successfully passed the testing phase.
  • Сurrently, 23 Steam Centers are operating in the country.[20] In total, about 135,000 students are involved in STEAM education.[21]
  • As a continuation of innovative projects in education, in 2022, the Steam Innovation Centre started functioning in Baku.[22] The international STEAM festivals were held in our country within the framework of the “Steam Azerbaijan” project.[23]
  • One of the projects being implemented in the direction of digitalization is the establishment of "Digital skills" biased classes from the academic year 2022-2023.[24] More than 700 students study in the biased classes, established in 23 schools and they are taught computer science for 5 hours a week.
  • At the vocational education phase, a scholarship system based on learning outcomes is introduced.[25] In addition, the recruitment of specialized subject teachers and industrial training masters and directors to vocational education institutions which are included in the system of the Ministry of Science and Education is carried out by contests in a centralized manner.[26]
  • The "State programme  for education of Azerbaijani youth in prestigious higher education institutions in foreign countries for 2022-2026" is approved by the order of the Head of State.[27]
  • Within the framework of the "State program 2022-2026", for the academic year 2023-2024, 381 citizens of the Republic of Azerbaijan were granted the right to study in prestigious foreign higher education institutions in 17 countries. In the current year, 49 people out of program participants received the right to study at the 10 best universities in the world.[28]
  • For the academic year 2023-2024, a total of 418 people (67 undergraduate, 314 master's degree, and 37 doctoral/PhD) received the right to study under the state programs ("2022-2026 SP" and "2019-2023 SP").[29]
  • In 2021, the Education Student Loan Fund was established by presidential decree.[30] A total of 19,544 educational student loans were disbursed, including for the 2022–2023 academic year, to increase access to higher education.
  • The Education Development Fund was established by a presidential decree of July 14, 2021.[31] The fund implements projects in the fields of public-private partnerships, industrial-university cooperation. The Fund also finance programs and projects aimed at the development of the education system.
  • A number of measures have been taken in the direction of the electronization of educational services.[32] In order to provide transparent and prompt services to citizens, one of the measures taken in the field of the electronization of educational services was the launch of the portal.edu.az platform.
  • New "Rules for recognition of foreign qualifications related to higher education" has been approved by the appropriate resolution of the Cabinet of Ministers of the Republic of Azerbaijan.[33]  These rules reflects innovations concerning the recognition of the qualifications of persons who have obtained a diploma in higher education in foreign countries.[34]
  • Educational services are provided at "ASAN Service" centers.[35] Citizens can avail several e-application services in the field of education through these centres.
