Note:
- ↑ Because there is no competition in the Southern region of the 2023 Thailand Semi-pro League, the right to promotion and qualification goes to the winner of the 2023 Thailand Amateur League Southern region.
- ↑ Due to the promotion of Chanthaburi and Pattaya Dolphins United in the 2022–23 Thai League 3 Eastern region, there must be 2 teams in the 2023 Thailand Semi-pro League Eastern region promoted to replace them.
