All holders of passports (except citizens of the United States residing in American Samoa) are issued a gratis 90-day Visitor’s Permit on arrival in Samoa unless they are citizens of one of the visa-exempt countries.[1]
All visitors must have a passport valid for at least 6 months.
All visitors must have a return or onward ticket, copy of a bank statement, no record of deportation from other countries, no health problems that would pose a risk to Samoa, no history of criminal charges.[2]
All visitors need to pay a departure tax (40 ST).

A visa exemption agreement was signed with Israel on 7 March 2019, but it has not yet ratified.[8]
