Hotkan Rural District (Persian: دهستان حتكن) is in the Central District of Zarand County, Kerman province, Iran. Its capital is the village of Hotkan.

At the National Census of 2006, its population was 1,247 in 384 households.[3] There were 679 inhabitants in 257 households at the following census of 2011.[4] At the most recent census of 2016, the population of the rural district was 898 in 311 households. The largest of its 78 villages was Hotkan, with 253 people.[2]
